Where can you make vBulletin hosted forums?I'm confused and I like those forums,their my favorite.And I want to make one myself.I think the main admin of PC should know since this is one vBulletin forum.

No, you have to pay for it. It's not a free forums system.
It also requires a host with php and mysql. A owned licence costs 160 dollars and a leased one costs 85 dollars. ^_^ but it's worth it. |

You can purchase a license for the vBulletin software at vbulletin.com, it costs $85 to lease vBulletin for a year and $160 to permanately own a copy of it. If you go for the $160 owned license, you'll have 1 year of free upgrades, after that, you'll have to pay $30 a year for upgrades. The owned license is a better deal in the long run.

Alternatively you could try other free forums solutions such as phpBB if $100 odd is out of your price range ^_^

People can write and release modifications for vBulletin, it is called vBulletin.org. Also, I've seen phpBB forums that have been modified to have most of vBulletin's featureset, each page made a few hundred queries. vBulletin makes 7-14 queries depending on the page/settings. Not to mention that most people that install forum software do not plan on modifying it. Also, there is the fact that many people running IPB and phpBB want to run vBulletin but do not have the funds to purchase it so they are running IPB or phpBB. Infact, I mentioned that on the IPB support forums, then a bunch of people started replying confirming my theory. The IPB staff closed and then later deleted the topic.

Some people completely rework the free forums to do vB style stuff, and keep it at a low querie amount...
I personally don't really like vB, it almost has too many features in it. All you really need are the basic features that you can get in a free forum... and if you want some additional, then you can get mods. *shrugs* |
phpBB is a great program - true it doesn't have as much features as vBulletin, but it is great

You could always try invision free board. I use Invision and they are neally as good as VB in certain aspects.
