Too lazy to look it up myself so...
 
I've got some questions that you guys can help with:

Where do I get a Dragon Scale in D/P?
Where can I find Nincada?
How do I EV train?
Eh, if I feed a Riolu ten Proteins, do I have to worry about it's EV's as it grows up? And do the ten Proteins affect it in it's future?
Does Mamoswine have slow, medium, or fast speed?
How does it learn Ice Shard?
Any reccomendations for a leading Pokemon? I'm leaning towards Ninjask.
If I carry two Magcargo's on my team, does it only cut the number of steps in half? Or does it cut the steps in half again?

"Where do I get a Dragon Scale in D/P?"
--Hmm... don't really know this, but I know if you have Emerald/Ruby/Sapphire/LG/and FR you can get one off of a wild Horsea with a 5% chance of it holding one.

"How do I get Nincada"
--To get Nincada you first need to get the Pokeradar. Once you get that use it in the grasses of Eterna Forest, and Wild Nincada will appear in the shaking bushes that you used from the Pokerader.

"How do I EV train"
--Well first of all, you'd have to check sites such as serebii.net and look at what EVs certain pokemon give, so if you wanted to speed EV train, you would kill something basic maybe, such as Starlys. Starlys give 1 Speed EV for killing them and the maximum ammount of EVs you can get it 255, but that is a waste. 4 EVs give +1 in a stat. So, you should get 252, and not 255 because there is 3 EVs wasted.

A few basic pokemon to EV train on would be:
Bidoof--1 HP EV
Starly--1 Speed EV
Geodude--1 Defense EV
Ghastly--1 Special Attack EV
etc. just check on certain sites and you'd get the hang of it.

--If you feed a Riolu ten Proteins it will gain 100 Attack EVs, making your EV training much easier. You just have to make sure you give it all ten, and remember that you only need to give 152 more EVs instead of 252.

"Does Mamoswine have slow, medium, or fast speed?"
--Mamoswine has 80 base speed which isn't slow, or really fast, it has decent speed.

"How does it learn Ice Shard?"
--It learns Ice Shard by leveling up. At level 28 Swinub learns Ice Shard.

"Any reccomendations for a leading Pokemon? I'm leaning towards Ninjask."
--Ninjask would be excellent if you maxed out training it's Attack and Speed EVs. Then for a moveset, probably give it, Aerial Ace, Baton Pass, Swords Dance, Substitute. If you Substitute first he will not get hurt, and if the Substitute is still up, you can Swords Dance to boost attack, and if Ninjask cannot kill the pokemon, then you can Baton Pass to someone like the Mamoswine you're planning to get... (I think?)

--Not quite sure, maybe someone else can help with that one. :D

But, there's my knowledge for you, and hopefully it helped. I'm positive that I'm right in all that stuff up there, but I could be wrong. Hope I helped, :D

1 - Found on wild Horsea, Seadra, Dratini and Dragonair.
2 - Eterna Forest with the PokéRadar. You have a 22% probability of finding one.

4 - Vitamins provide 10 EVs. 10 vitamins will give you a 25 point increase in one stat at level 100.
5 - It's decent considering it's attack stat.
6 - Swinub learns it at level 28. My brother was confused with that too.
7 - Baton Passers are decent leads, from what I've seen. Skarmory also makes a great lead Pokémon, imo.
8 - Nope, pretty sure it doesn't.

Yeah, I'd recommend a Skarmory too, as Legacy said.

You can make it a Spiker.

Impish Nature is always good.
252 Defense EVs, 252 Special Defense/Speed and 4 Speed/Special Defense
-Roar
-Spikes
-Rest
-Aerial Ace/Air Cutter
Holding a Chesto Berry

With this moveset it can use Spikes 3 times, and if low health, use Rest and instantly wake up using it's Chesto Berry. With the Defense and Special Defense EVs it should be able to withstand attacks well. After you've Spiked your opponent you can use Roar which makes him switch pokemon, therefore damaging them. And if all else fails, Aerial Ace/Air Cutter will do.

Just to comment on a couple of things there. You don't need Rest in this generation, Roost does a great job at healing HP. And you could use Stealth Rock in place of Spikes if you think it'll benefit you more. And, tbh, I'd put 252 EVs in HP and defense instead of speed or special defense.

I'm still thinking Pokemon Emerald, only had Diamond two weeks now... :P

Go with Legacy's idea seeing as he's got a 9-0 record, and I haven't even WiFi battled yet... :P

You can also get Dragon Scale a lot easier if you have Fire Red/Leaf Green. You go to Trainer Tower on 7 Island and beat the Double Battle mode in less than 50 minutes (piece of cake) and at the top the owner will give you a Dragon Scale. Then just trade it to D/P :)
