Why do you want to use Timer balls anyway? (unless you're desprate to catch the regi's.)
Well, you need to have been in the Rusturf tunnel, and resuced Mr.Briney's pokemon, in order to make to Pokemart sell TImer balls.
However, I'd go with Ultra balls, they're more effective.

the battle with the Regis is usually a long one, therefore timer balls become very effective when used in these battles. and some people desperately want the 3 regis now so that they can trade them onto D/P for Regigigas. My friend has 1 and it is amazing.

i'm having the same problem w/ emerald. I also can't get Timer balls at rustboro. I was hoping to use them on Groudon and Kyogre.

First of all, spelling issues. Secondly, Ultra Balls are fine for catching Regis, but I suggest that you clone the Master Ball 7 times. Once you have the 7 Master Balls, then just catch them all. That's easy. But the other way is to get a Sceptile, (I suppose you have Blaziken like everyone else) and train it to Lv 59 and make sure it learns False Swipe. Next, go to Slateport and buy 10 of the vitamins that enhance Attack. Give them to Sceptile. Then go to Regice with Relicanth in the front of the party and the Wailord in the back. When the door opens, go inside and when you face Regice, use False Swipe and then put it to sleep with a Pokémon that can learn Hypnosis or Sleep Powder. Then use a Pokéball- yes, a Pokéball. But you'll need a lot of Pokéballs. Go here to learn how to make Regice, and the other Regis appear.

Dachampster.......not everyone wants to cheat/hack/shark/actionreplay/glitch there games.... and also use a Pokeball? wouldnt that take a LOT of time/money...LOL...just use a Ultra or Timer ball...either way it should take a LOT of time/money anyways...lol

"lol......lol.......lol"
*glares*

This is one of the great things about pokemon games.

How challenging it is to catch the Oobies.

I had this problem, but then I realised I'd not managed to speak to the Devon Researcher again. After you've recovered the Devon Goods, go speak to him (you'll find him at the west entrance of the Rusturf Tunnel). After that, Timer and Repeat Balls should be sold at Rustboro. You'll know if you've spoke to him at the right time, cos he'll give you a Repeat Ball.

When you finally go to capture something like the Regis, don't use your Timer Balls until later on. After every 10 rounds, the power of the Timer Ball increases effectiveness. So, you may want to use cheaper balls like Poke Balls or Great Balls, to build up that time. Ultra Balls can do the trick, but they are more expensive than even Timer Balls. Give it about 30 rounds (because only after that amount of time does the power of a Timer Ball exceed the power of an Ultra Ball) before you use them.

Its not a hack, it's just a glitch thats on every Pokémon game except D/P. Just go to the battle tower, save with a Pokémon in the PC, then take it out and enter a challenge, when he saves turn it off before he's done saving, turn it on, and you'll hae the Pokémon in the PC and the Party. Make em hold the master Ball and Voila! Two masterballs!
I caught Articuno with a Pokéball.

Timer Balls are very effective in long captures. I caught a Mewtwo in Leafgreen with one.
