How to get a Light Ball in Emerald.Please help,I really desperate to getting one,So i can have Pichu with Volt Tackle.

Well, where do you get Pikachu?

In the Safari Zone. Keep catching them until one of them is holding it.

Having a Pokémon with Compoundeyes in front will help. It will increase the chances of a Pokémon holding an item by 30%. I was lucky to get my Light Ball from the first Pikachu I found.

What you do.
 
What I did, to get my 10 light balls, was went to an empty Box, went to the Safari Zone. Saved before I went in. The patch of grass I ran in. Was just soutwest of where you enter. Go South til you stop, then west, first bit of grass.

Then, just throw a ball everytime you see a Pikachu, checked the box once I was done. If none had any I restarted, and did it again. Most often I would just keep catching, had 35 Pikachu at one time. lol.

A Pokémon with static in the first slot to encounter lots of Pikachus works too.
