Thunder and Moon Stones?
 
I'm trying to complete my Dex but I need a Thunder and a Moon stone to get a Raichu and a Clefable. Any idea where they are located?

Underground. You have to dig for a while, and the stones just show up. Or you could import them, that's what I did.

Can somebody explain how to import or at least point me in the right direction. I am planning on grabbing a firered and a leafgreen for the pokemon in the national dex. I can buy one there, but how do I get them over?

Well
Only other way i can say is
Get someone who's beat the game
Import you Desired pokemon TO that game (providing you trust him)
Then just Trade them over

That way you don't need to complete the game....

You can also get moon stones from wild Cleffas or Clefables. I think that's easier than trying to find one in the underground.
