Does orre count as a riegon

Orre is the place where Pokemon Colosseum takes place, but is it in the canon?

It probably does, actually.

Orre as well as the three Ranger game Regions: Fiore, Almia and Oblivia are not Canon to the Main series games and don't exist in the Main game world.

Gamefreak doesn't acknowledge them and Pokemon from those regions are coded to be from the region they can trade with. Orre reroutes to Hoenn and Fiore, Almia, and Oblivia reroute to Sinnoh/Johto. The rule of thumb, if Gamefreak didn't create it, its not Canon to the main games. We can interact between main games and sub games, but the sub games don't exist as of yet.

Each game has its own Canon based on its own universe, so Orre events are Canon to their side games of Colosseum and Gale of Darkness. The events in Orre aren't Canon to the Ranger series, while the Ranger Series isn't Canon to the Orre set. There is a bit of an established timeline in the Ranger games.

Same can be said with various PMD which all exist in their own universes. As far as I'm aware none of the PMD games interact with one another lore wise.

As you could see on Serebii's Pokearth, Orre is in Pokemon world map but it's at the edge, signaling it is just forcefully put there =)
Just like Khrysta said, since Orre is not region from Gamefreak games we cannot presume it's canon.
Also there was no mention of Orre in anime so as a spin-off world, it is not canon.

They all count as official regions, but they aren't canon because non of them were visited or talked about (the ranger regions were talked about) in the anime and manga.

That's where I have to disagree. Colosseum and XD were made by The Pokemon Company, just not developed by Gamefreak, so it 100% is an "official" region.
