Anywhere from three to seven per area; randomly generated out of a pool of fourteen or so. Do YOU go to the park daily?

It was an example; my point was that the presence of static NPCs in what essentially amounts to a theme park doesn't make much sense.

Ummm... Not trying to be hurtful, just giving constructive criticism, but it isn't that great. The coasts are just to straight... or rounded however you want to say it. Real coasts are jagged, with things sticking out everywhere, it's got to look random. Take this for example:

Notice how craggy the coasts seem? That's how it should be, but you're on the right track.

I know; it's not been implemented yet because it's not quite finished.
