Add an Alolan form

I think that Rapidash would be awesome, except it's back legs should be a tail.

As for the pokemon would give an alolan form to, dragonite.

It would still keep its dragon typing and would either gain the fairy or ice. Maybe, the female could be dragon fairy and the male could be dragon ice.

The design would follow more closely to the previous evolutions, but maybe with claws and wings like a Chinese dragon.
