That seems to me like either you don't have devkitARM installed or the folder with the binaries isn't added to your search path.

Oh i see on the German version of Fire Red does this not work. My result is i get freeze without that fadescreen 0x1 and with i get blackscreen i used on header 0xEC0BA9

Sorry for bumping an old thread, but I cannot compile this, I keep getting this error, (yes, I have everything installed correctly, and I have DKA's bins in my path variable)
Anyway, here's the error:
