    There's no need to post levels in here, unless it's an in-game team (just saying).

    Hydreigon should use any of these sets to take advantage of its wide movepool:
    -Draco Meteor
    -Fire Blast
    -Superpower
    -Dark Pulse/Earthquake/Earth Power/Roost
    Nature: Rash/Mild
    EVs: 4 HP/252 SAtk/252 Spe
    Item: Life Orb/Expert Belt

    or
    -Substitute
    -Dragon Pulse
    -Focus Blast
    -Fire Blast/Roost
    Nature: Modest
    EVs: 4 HP/252 SAtk/252 Spe
    Item: Leftovers/Life Orb

    or

    A Hasty nature undermines Intimidate on Arcanine.

    Jolteon is best off all-out attacking or BPing stuff, as it's too defensively weak. Is its Hidden Power type Ice or Fire, and if yes, Hidden Power is the better option over Thunder Wave.

    Lucario should use:
    -Swords Dance
    -Close Combat
    -ExtremeSpeed
    -Crunch/Shadow Claw/Ice Punch/Bullet Punch
    Nature: Adamant/Jolly
    EVs: 4 HP/252 Atk/252 Spe
    Item: Life Orb

    Haxorus gaines some neat coverage options in B2/W2:
    -Dragon Dance
    -Outrage
    -Low Kick
    -Earthquake/Taunt
    Nature: Adamant/Jolly
    EVs: 4 HP/252 Atk/252 Spe
    Item: Lum Berry/Yache Berry
    Ability: Mold Breaker

      You have a lot of Ice attack weakness. You should decide between Garchomp or Haxorus. Garchomp has more Speed, while Haxorus has more brute force. Since you have Arcanine to threaten Grass-types that otherwise would wall Jolteon, you can just use HP Ice to get rid of the likes of Dugtrio, other Dragons bar Kingdra, Landorus, and Gliscor. If you dislike Gastrodon, Swampert, or Quagsire, you can use HP Grass instead. For its Held Item, you can use Life Orb for that 30% increase in attack, but would wear down Jolteon. Another item is Expert Belt, but that would rely on prediction since it only powers up your moves if you call for a super effective attack. Wise Glasses is good since it boosts all Special Attacks by 10%, but Life Orb powers up any attack by 30%, while Expert Belt powers super effective moves by 20%

        Thats kinda what starmie would be for. Would cottonee or Lilligant help?

        Whimsicott and Lilligant are still weak to Ice. You also have Arcanine for Ice 'mons. Grass takes on Water, Rock and Ground effectively, but that type is still susceptible to other common types, like Ice and Fire.

        Volcarona provides another Ice resist, though it shares weaknesses with Arcanine:
        -Heat Wave
        -Bug Buzz
        -Hidden Power (Ice/Ground)/Rage Powder
        -Protect
        Nature: Timid/Modest
        EVs: 4 HP/252 SAtk/252 Spe
        Item: Focus Sash
