    Hacking your Pokémon to learn moves they normally can't may be frowned down upon unless the opponent agrees to do that. Also, EVs, please?

    Having 2 offensive moves of the same type is generally a bad idea, unless it's for specific purposes. Politoed's stats lean towards defense or bulky offense:
    -Hydro Pump
    -Ice Beam
    -Focus Blast
    -Hidden Power (Grass)/Surf
    Nature: Modest
    EVs: 252 HP/252 SAtk/4 Spe
    Item: Choice Specs
    Ability: Drizzle

    or
    -Scald
    -Protect/Ice Beam/Refresh
    -Perish Song/Encore
    -Toxic/Hypnosis
    Nature: Bold
    EVs: 252 HP/252 Def/4 Spe
    Item: Leftovers
    Ability: Drizzle

    or
    -Hydro Pump
    -Surf
    -Ice Beam
    -Perish Song/Hypnosis/Encore
    Nature: Timid
    EVs: 4 HP/252 SAtk/252 Spe
    Item: Choice Scarf
    Ability: Drizzle

    or
    -Hydro Pump
    -Ice Beam

    Since this looks like a Rain team, Blaziken doesn't seem like a good fit, since its Fire STAB is weakened in the rain. However, Volcarona is an exception because it's able to learn Hurricane, which never misses in Rain:

    -Hurricane
    -Fire Blast/Substitute/Hidden Power (Water)
    Nature: Modest/Timid
    EVs: 252 SAtk/4 SDef/252 Spe
    Item: Life Orb

    What's Cinccino doing on a Rain team if you don't mind my asking? I'm not sure what you're up to here, but Cinccino gets mauled by priority in standard play. Also, this is what its set should look like; Mild doesn't benefit Cinccino in any way, since it has terrible Special Attack:
    -Tail Slap
    -Bullet Seed
    -Rock Blast
    -U-turn
    Nature: Jolly
    EVs: 4 HP/252 Atk/252 Spe
    Item: Life Orb
    Ability: Skill Link

    Or you can opt for Cloyster, who also has the Skill Link ability. It can also boost its stats with Shell Smash. Like Cinccino, Cloyster gets screwed over by priority, but not as much:
    -Shell Smash
    -Icicle Spear
    -Rock Blast
    -Hydro Pump/Razor Shell
    Nature: Naive/Jolly
    EVs: 252 Atk/4 SAtk/252 Spe
    Item: White Herb
    Ability: Skill Link

    Manectric isn't so good because of its lower offenses and Speed compared to Jolteon. Rotom-W is also worth considering:

    EVs: 4 Def/252 SAtk/252 Spe

    -Pain Split
    Nature: Calm

    Salamence doesn't have the Sheer Force ability; its DW ability is Moxie (Bagon's is Sheer Force, which becomes Overcoat as Shelgon, then Moxie as Salamence). Given its stats, it's better for it to have Dragon Dance + 3 offensive moves rather than Dragon Dance + support move + 2 offensive moves:
    -Dragon Dance
    -Outrage
    -Earthquake
    -Hydro Pump
    Nature: Naive
    EVs: 252 Atk/4 SAtk/252 Spe
    Item: Life Orb/Lum Berry/Yache Berry
    Ability: Intimidate/Moxie

    A Jolly nature ruins Suicune's offensive prowess. It also faces competition with other bulky Waters like Slowbro and Jellicent. Just to be safe against opposing rain teams, you can add in Ferrothorn to help against them:
    -Spikes/Stealth Rock
    -Leech Seed
    -Power Whip
    -Gyro Ball/Thunder Wave/Protect
    Nature: Relaxed
    EVs: 252 HP/88 Def/168 SDef
    Item: Leftovers/Shed Shell
