[Theory] The mystery behind Staryu/Starmie's Attract

Starmie and Staryu can learn attract even though it's a genderless Pokémon. Why?

Starmie looks like two archaster typicus (also known as a sand star or the sand shifting star) mating which explains why the "extra limbs" on the back which can move by itself, which is actally another Staryu. Maybe that's why Staryu and Starmie can learn attract. Even though the majority of starfish reproduce asexually and archaster typicud reproduce by pseudocopulation meaning that that they reproduce without using their sexual organs. The mating ritual of archaster typicus is that the male cling onto the female whilst the female moves around freely. So Staryu is only a male and the female Staryu have not been discovered or it is so rare in the Pokémon world that the male Staryu have to use the Water Stone to evolve into Starmie. So Staryu's attract will only works on a female Staryu which has not been found yet and will always fail. And if there was a female Staryu a new form of evolution for Staryu is that you must have both a male and female Staryu in your party to make it evolve and Starmie is genderless because it has both a male and female Staryu.
