7.8/10 too much water

I'm not too sure about the inclusion of Parallel city. Sure it can be Delinquented and helps pick up Shaymins, but you can't ever play it upright in a Water deck.

It gets rid of Shay and doesn't really harm my side of the field. Otherwise they give my opponent roughly 4 free prizes. There's enough rough seas/workarounds to remove it when it's done its job. It's also helpful against turbodark, M Ray, M Gardy and Passimian
