Emboar actually outspeeds that Sandslash set (because Sandy's got no speed investment) and 2HKOes with Flare Blitz on the switch. Not a very good counter.

My build ideas may seem out of place here, as I tend to have very odd ones, but I figured I'd give it a try.

if rotom decides to burn flygon, flygon will be 2hko'd by hex. dragon claw from flygon 5hko's after burn.

Sub bypasses Bounce, Kyurem also resists Waterfall and if Gyarados is stupid enouch to Taunt (lol?) Gyarados gets OHKO'd with Fusion Bolt. Also can take a +1 Bounce in a pinch with its asinine bulk.

Volcarona resists Grass twice, resists Bug, and neutral to Fire. Stealth Rocks would be Celebi's only chance, but I don't think it would have bothered spitting them out against Swampert.

Stealth Rocks (or any other entry hazard) are not factored into the battles here:

The Pokémon should be able to KO it in a one on one situation, so there won't be Stealth Rock or Spikes on the field.

And that's assuming Protect isn't used for an extra turn or 2 of recovery. Even with its pathetic offenses, an uninvested Stone Edge mauls Volcarona, even with a bit of bulk investment:
4 Atk Bastiodon Stone Edge vs. 130 HP / 128 Def Volcarona: 304-364 (88.6 - 106.1%) -- 31.3% chance to OHKO
