I'm... not actually sure I can do that u_u; I don't do much gif work; I usually rely on CSS to overlap images like that. Converting it to bbcode is pretty easy; basically all it is is consolidating and using [] instead of <>. You can take a look at the codes I've put up or the various help threads scattered around for examples but if you already know a fair amount of CSS it's pretty simple.
Do you have any art in mind to use or just pick anything?
I really don't know much about non-PC forums, but some disable adapted CSS and/or html. A lot of them only allow basic bbcode. :/
To do it on that particular board you'd need to adapt to its HTML format rather than PC's conversion method. Again, shouldn't be too hard if you have a basic grasp of it but if you don't there're guides and sites all over that are easy to learn from~
