Regice is a terrible counter for Garchomp because it still takes massive damage from its Swords Dance-boosted moves, and may Arceus have mercy on you if Garchomp had a Substitute up before you switched in. If it did have a Substitute, Garchomp can set up a Swords Dance as Regice breaks it. Earthquake or Outrage backed by +2 Attack can then OHKO Regice.

Your set has a lot of flaws. 1. Jolly is terrible because it wastes away its good Special Attack. 2. It's pointless to invest in Speed on a Pokemon that's very slow unless it's meant to outspeed certain walls. 3. Hyper Beam is a terrible move because of its recharge turn making Regice a sitting duck. 4. Explosion is weak running off of base 50 Attack. 5. Thunderbolt and Focus Blast are coverage moves you could've used.
