I am trying to build a balanced team to play in a tournament with my friends No legendary are allowed
And one of them has to be your favorite in my case Scyzor
Any toughts?

What are your EV spreads, abilities and natures? Those are the things you need to have if you want to be successful in battling.

Anyway, rating time:

Never, ever ever use Special attacks on Scizor; its Special Attack is terrible. Use this set:
-U-turn
-Bullet Punch
-Superpower/Brick Break
-Pursuit/Quick Attack
Nature: Adamant
EVs: 248 HP/252 Atk/8 Spe
Item: Choice Band
Ability: Technician

Absol has to be Adamant/Jolly with the EV spread, 252 Atk/4 SDef/252 Spe.

Lanturn can't learn Hydro Cannon; only the fully evolved Water starters get it. And Lanturn is better suited for a supporting/bulky role. Rotom-W easily outclasses it offensively. And before you ask, no, Rotom-W isn't a legendary:
-Thunderbolt/Volt Switch
-Hydro Pump
-Hidden Power (Ice/Fire)
-Trick
Nature: Timid
EVs: 4 HP/252 SAtk/252 Spe
Item: Choice Specs/Choice Scarf

Just by looking at Salamence's set, I can tell that you're not using its great movepool to good effect. You're also wasting its excellent 135 Attack. If you can afford to breed/transfer over from Gen IV, use this set:
-Dragon Dance
-Outrage/Dragon Claw
-Earthquake
-Fire Blast/Roost
Nature: Naive/Jolly
EVs: 252 Atk/4 SAtk/252 Spe or 4 HP/252 Atk/252 Spe
Item: Lum Berry/Life Orb

Giving Emboar 3 moves of the same type is a big no-no. Its Speed is also lacking (it has the same base Speed as Scizor), so how about this?:
-Flame Charge
-Flare Blitz/Fire Blast
-Wild Charge
-Superpower/Head Smash/Earthquake
Nature: Jolly
EVs: 252 Atk/4 Def/252 Spe
Item: Life Orb

Cradily doesn't get Frenzy Plant. D: It's better off in Sandstorm teams, where its Special Defense can go insanely high. You should use Ferrothorn as a support Pokemon:
-Spikes/Stealth Rock
-Leech Seed
-Power Whip/Protect
-Gyro Ball/Thunder Wave/Protect
Nature: Relaxed
EVs: 252 HP/88 Def/168 SDef

I'd suggest a set-up Scizor rather than a banded one. Try something like this:

Scizor
Adamant/Jolly
Life Orb
252 Attack/252 Speed/4 Special Defense

Swords Dance
Bug Bite
Bullet Punch
Brick Break/Superpower

+2 Bug Bite can pretty easily OHKO most Pokémon that don't resist it. I suggest Brick Break but you can use Superpower of you don't mind the Attack and Defense drop. You can also use a Muscle Band over Life Orb if you want Scizor around longer, but there is a considerable drop in power.

Seeing as Absol has good movepool and amazing Attack, try putting this set to good use:

Swords Dance
Adamant nature
Life Orb
Super Luck
EVs: 152 HP, 252 Attack, 104 Speed
- Swords Dance
- Sucker Punch
- Superpower
- Night Slash / Psycho Cut

This is one of Absol's best sets, Swords Dance helps raise its already-high Attack stat which will definitely give the foe a wake-up-call. With a few boosts, Sucker Punch can make it a threat. Superpower is there so you can hit Pokemon resistant to your Dark-type attacks. Night Slash is an option due to its high critical hit rate and with Super Luck, that will happen very often. Psycho Cut can be considered in place of Night Slash if you need a counter against Fighting-types.

What are your EV spreads and natures for all your Pokemon?

Shadow Claw doesn't provide noteworthy coverage on Ferrothorn. It's better with Spikes or Stealth Rock to support the team with entry hazards.

While Thunder seems appealing on Latios due to the fact that it helps check rain teams a bit better, Surf or Hidden Power (Fire) is still a better alternative because of how inaccurate Thunder is outside of rain.

Porygon-Z is too frail to use Protect and Hyper Beam makes it a sitting duck the next turn. It's better off using Agility or Nasty Plot to set up and Tri Attack for a more reliable STAB:
-Agility/Nasty Plot
-Tri Attack
-Thunderbolt/Dark Pulse
-Ice Beam/Hidden Power (Fighting)
Nature: Modest (Agility)/Timid (Nasty Plot)
EVs: 128 HP/252 SAtk/128 Spe (Agility) or 4 HP/252 SAtk/252 Spe (Nasty Plot)
Item: Life Orb
Ability: Download (Agility)/Adaptability (Nasty Plot)

For Metagross, you'll have to drop Zen Headbutt or ThunderPunch for Agility to make up for its average Speed. If you do, change Hammer Arm for Earthquake and make the nature Jolly with 52 HP/252 Atk/204 Spe. Since you're playing under item clause, give Metagross Air Balloon for a temporary Ground immunity.

recommended changes done , been thinking on changing ferrothorn with Volcanora

Salamence replace candidates:

-Eelektross (Specia Setup)
-Golurk (SubPunch Setup)
-Conkeldurr ( Status Orb setup)

Hyper Beam and Giga Impact shouldn't really be considered unless your working with a Slaking. They are moves that disable switching out, and could be better used for another move for better coverage. Any Hyper Beam move like that is use less, as your essentialy doing two 75 attacks in one turn except it hurts your chances to switch out.
