Revolver is a well known Oshawott pun. Revolver Ocelot is a guy from the Metal Gear series who really knows how to use a gun and Oshawott sounds like Ocelot. Plus it can learn Water Gun.

Unbeatable Flame! Use Acrobatics! (which is fortunately a Flying move)
