I'd say he was better as a Gym Leader because he is really tough to beat with his Milotic making him a perfect candidate for the last Gym Leader. Also because Steven was way more harder to beat than Wallace.

I like it better when the champion doesn't specialize in just one type; I don't think they should be the champion if they don't have a well-rounded team. Steven specialized in steel types but at least not all of them were steel.

That said, I like Juan as a gym leader more and I like Wallace's design in Emerald more, so there's that.

Steven was harder than Wallace so in my opinion, gym leader. Wallace was very strong, but Steven was harder.

I actually really like Wallace.............as a Gym Leader. The actual whole reason why Emerald Version isn't my favourite is because of this flaw. It is better to have someone like Steven Stone with a type that all three starter Pokemon (fire, water, and grass) can go up against. To me it felt unfair that they let a water-type user be that champion. It makes all us fire-type lovers unable to even make a dent. Steven Stone made himself equally powerfull to all trainers and could be a challange. When Wallace was a gym leader I was perfectly fine. Wallace is really awesome in the PokeSpec btw!

I actually enjoyed Wallace as the Hoenn Champion more than the 8th gym leader. I like him as the champion because he seems more laid back than the other champions. I can't really explain, but he just fits the position well. Although, I do miss Steven.
