[Scripting Question] Code to make Stat changes display

Hey forums!

I have a new question! I am wanting to add a feature similar to that which was showcased in Insurgence:
Stat Change overlay!

I have no clue where it would go but I can totally make the right graphics for it given time. I was hoping some of you expert coders could lend me a hand there?
what would I have to put, and where?

This thread is asking about the same thing and maybe it can lead you in the right direction, but it doesn't give everything you would need and you might have to figure out the rest on your own.
