what are the most complete hacks?

One of my pet peeves about hacks are, a lot of times, the region isn't complete. I catch a pokemon and raise it only to find that some of it's best moves are not included in the hack, making it much less powerful and not totally complete. I am wondering if there are any hacks that include all pokemon, moves, and items for that generation as they would be in the equivalent official pokemon games. It doesn't have to be gen 7, im just looking for any complete generation (5 or 6 would be nice tho).
