Well i was thinking something along the lines of.

[email protected]/Lum Berry/Damp Rock
Swift Swim
Lonely Nature
EVS: 252 Sp.Att 144 Speed 114 Att
- Rain Dance
- Waterfall
- Draco Meteor/Dragon Pulse
- Dragon Dance/Ice Beam/HP Electric

I like Special sweeping Kingdra, however as soon as you get a Rain Dance in, Blissey/Other Special Walls are going to switch in a ruin the whole thing. It still outruns just about everything in a rain dance and i was thinking that Blissey wouldnt be much of a problem in a Rain Danced with Waterfall. Could i also have a little advice about what to do with the last move, and do you think this has a chance of working ?

You can use Dragon Dance or Rain Dance, but both are overkill. Also, HP [Electric] is pretty much wishful thinking (and redundant since there's only really one pokémon it will be good against, which Draco Meteor would punch through anyway). To make a long story short about mixed Kingdra:

Kingdra @ Damp Rock/Life Orb
Trait: Swift Swim
Lonely Nature (+Atk, -Def)
Waterfall
Draco Meteor/Hydro Pump
Ice Beam
Rain Dance

Something like that. Surf and Dragon Pulse are also viable options, depending on how extreme you want to go. You could go for a pure STAB for more reliability with Waterfall/Dragon Pulse/Surf on the damage side (I'd imagine that STAB, Life Orbed Surf in rain should do the trick against Garchomp at least, while Dragon Pulse handles Mence). It's hardly a novel concept, though, and I'm sort of doubting how useful Damp Rock will really be in practice. You're also using too much Speed. With Rain Dance on, it really doesn't take that much to outspeed even Jask or scarfers; have you checked the strategic speed stats on those? =O At any rate, yeah; this concept does have its uses.

What places are there? SAtk and Atk. Check how much Atk it needs to get a 2-hit KO on standard Blissey with Waterfall and go with that, because really: when the opposition has Thunder Wave and you're using a speedy sweeper, you want it to be over by hitting it once on the switch and once more before it gets a chance to paralyze you. I haven't run the numbers on this one, but it will probably require maximum to near maximum Atk (you might even have to cut some from SAtk for that), but whatever the case: two-hit KOing Blissey should be the primary goal here, so EV it accordingly. Smogon says that 16 Speed plus Swift Swim bonus is enough for it to outspeed everything non-uber, but you might want to check those numbers yourself and make adjustments depending on IVs and such. :3

DAMN lol! i was keeping this mixed Kingdra idea to myself for the longest time and have used it in battle and it's been awesome. but now, i must stop being so selfish... so here it is folks -- the ultimate kingra:

Kingdra @ White Herb
Rash Nature (+Sp Atk, -Sp Def)
232 SP ATK/196 ATK/80 HP
-Surf/Hydro Pump
-Waterfall
-Draco Meteor
-Rain Dance

only thing that walls it is maxed special wall vaporeon. most of them are bold for dual walling so it should be able to 2HKO it with draco meteor (given that you haven't wasted white herb yet).

this kingdra guarantees to KO at least 2 pokemon in one battle.

16 in speed to become the fastest non-uber in rain, is that it ?! WOW

Ok ive just tested this Ev Spread 252 ATT / 240 SP.ATT / 16 SPEED

Waterfall in Rain from [email protected] Orb with the above EVS does 57.70% - 67.93% to Bold Max Hp and Def Blissey.
