This is my first crack at a D/P team, so bear with me:

Medicham @ Choice Scarf

One of my favourite leads. I was using Choice Band, but I figure he needs the speed more. Has obvious Gyarados problems, but can do a significant dent to most things.

Where did you get Blissey with Seismic Toss?!Blissey can't have a Seismic Toss!If it does,it's propably not a normal Blissey.

Seismic Toss is an Emerald Move Tutor move. I'd Pal Parked this Blissey across (in fact, all my L100s are Pal Parked because I've not EV trained many Pokemon in D/P yet)

Try 152 HP, 252 Atk, 106 Speed

with Sandstream and HP EVs, and then DDing, Tyranitar becomes quite the nice tank (barring fighting moves)

Also maybe have Gunk Shot on that Muk, otherwise it's good

Kingdra needs the diversity, which is why the EVs seems to be all over the place, generally enough defence to set up Rain Dance and outspeed pretty much everything.

I may go back to using Choice Band on Medicham, but I like the speed I get from Choice Scarf.

Forretress can be replaced, it was a mainstay of my Advance team though, I'm not too sure if it would be as effective in D/P. Bronzong would be a useful replacement, or Steelix. Either way it leaves me lacking a spinner. I could even use Cloyster, but that would give me a greater boltbeam weakness.

I say yes to this, because Spikes doen't hit Flying or Levitating pokes, which is not good. However, with Sr, it can. would this result in getting more damage, Penguin?

I would prefer Psycho Cut on this, i dont really like the idea of Fake Out and Choice Scarf, seeing your already going to go first w Choice Scarf.Also Thunderpunch has better coverage and with Icepunch and Hi Jump Kick your going to be hitting everything in the game for at least neutral damage

Just thought I'd address the debate between Stealth Rock and Spikes...

I'll always be a Spikes advocate. Despite not hitting Flying types and Levitate Pokes, if you can get three sets out it will cut away 1/4 of their HP every time anyone else switches into play. And it doesn't discriminate between Types; to anyone who is hit by it, they will take 1/4 damage from it.

Stealth Rock, on the other hand, hits everyone (practically OHKOs Charizard and Moltres in itself!), there are some Pokes who don't fear it: Metagross, Dugtrio, any Steel, Ground or Rock type, really. Since you run a Blissey, Dugtrio wouldn't be bothered by Stealth Rock too much. And all that jazz.

From what I've seen, the only people who use Spikes are Skarmory pushers. Occasionally I see a Forretress with Spikes, but they usually carry Stealth Rock. It's really all up to preference.

Spikes: takes longer to set up, but does more damage (barring Levitate or Flying types)
Stealth Rock: Hits everyone, but does more/less damage depending on foe's type.

If you decide to go with Spikes, I highly suggest running a Ghost Pokemon to block Rapid Spin, since nothing sucks more than setting up three layers, only to have it ruined by a single Rapid Spin.

You forget to mention, SR is also useful for ruining Focus Sash users. Spikes does that as well, but Aerodactyl/Gengar sees that as a free invite.
