Calm Nature
252 HP 240 DEF 12 Sp.Att 4 Sp Def
- Ice Beam
- Thunderbolt
- Thunderwave/Sleep Talk**/Toxic/Seismic Toss/Curse
- Counter/Rest**/Explosion

** Only use Rest with Sleep talk

Also dont use Flash Cannon as it has terrible type coverage.

Personally i have opted for Rest Talk on my Regice, because now you have Stealth Rock and Super Special sweepers to deal with like Nasty Plot Porygon-Z and Azelf, so its only means to keep alive is Rest, however your set that you chose would work, if you dont want to keep it alive long.

In regards to the other two, i have no knowledge about them so ill copy and paste from smogon.

Registeel

name: Physical Tank
move 1: Superpower
move 2: Toxic
move 3: Thunder / Zap Cannon
move 4: Explosion
item: Leftovers
nature: Relaxed
evs: 252 HP / 252 DEF / 6 SP.Def

name: Special Tank
move 1: Superpower
move 2: Ice Punch
move 3: Thunder / Zap Cannon
move 4: Explosion
item: Leftovers
nature: Sassy
evs: 252 HP / 252 SPDEF / 6 SP.Def

name: Curser
move 1: Curse
move 2: Iron Head
move 3: Earthquake
move 4: Zap Cannon / Thunder / Explosion
item: Leftovers
nature: Careful
evs: 252 HP / 252 ATK / 6 SP.Def

name: Staller
move 1: Toxic
move 2: Rest
move 3: Iron Defense
move 4: Amnesia
item: Leftovers
nature: Calm
evs: 252 HP / 252 DEF / 6 SP.Def

Also Note that Zap Cannon is acceptable on Registeel due to its sturdiness.

Now for Regirock.....

name: Support
move 1: Stone Edge
move 2: Hammer Arm/Earthquake
move 3: Thunder Wave/Toxic/Ice Punch
move 4: Stealth Rock
item: Leftovers

nature: Careful
evs: 204 HP / 52 Def / 252 Sp.Def

name: Curse
move 1: Stone Edge
move 2: Hammer Arm/Earthquake
move 3: Explosion/Ice Punch/Counter
move 4: Curse
item: Leftovers

nature: Careful
evs: 204 HP / 52 Def / 252 Sp.Def

name: Sleep Talk
move 1: Stone Edge
move 2: Hammer Arm/Earthquake
move 3: Rest
move 4: Sleep Talk
item: Leftovers/Life Orb

nature: Careful
evs: 204 HP / 52 Def / 252 Sp.Def

name: Choice Band
move 1: Stone Edge
move 2: Hammer Arm/Earthquake
move 3: Ice Punch
move 4: Explosion
item: Choice Band

nature: Adamant
evs: 204 HP / 252 Atk / 52 Sp.def

Ho-hum...couple of notes Dark_Azelf:

One, Zap Cannon is not at all acceptable on Registeel, especially since it's so sturdy. A five-PP move that misses half the time on a pokémon that needs to keep bapping until the end of time? No, just no. Unless you've got 'No Guard' around you should never go below 70% accuracy in damaging moves. If you want to paralyze, go with Thunder or Thunder wave. Also, why in the name of all that is sweet and sugary are you sticking Speed on something with base 50 and a -Spd nature? Pool it into Atk or SAtk. O= Toxic should also come with a little warning label these days because Breloom and Guts/Quick Feet sweepers abuse it so badly that you might end up helping your opponent rather than hindering them. :\ Oh, and Curse is only for Curseice (Explosion/Ice Beam/Earthquake (or Focus Punch)/Curse, as I recall), don't think it's really that useful these days.

SMALL EDIT: Awwright, so apparently the Zap Cannon thing is based on the popularity of Tyranitar and Hippowdon. (Who drop Thunder to 50% accuracy) I still wouldn't recommend using it unless you have one of those two on your team, and even then...sorry, but that moves just violates my religious principles. ~_~

Anyway, I don't really give a damn about Regirock but Registeel has proven itself to be quite cool, so I actually bothered to run some numbers on it:

Registeel @ Leftovers
Sassy Nature (+SDef, -Spd)
EVs: 204 HP / 136 Atk / 56 SAtk / 112 SDef
Thunder
Ice Punch
Rest/Explosion
Sleep Talk/Thunder Wave/Counter/Stealth Rock

Ironically, Registeel pwns Regice's buttocks at special walling these days. Rest and Sleep Talk pretty much go together because of the current environment, but if you go with Explosion it opens up quite the variety of support moves. With this spread, Registeel 2-hit KOs standard Dragonite, Salamence, Garchomp, Gyarados, and Skarmory. The SDef is also enough to wall out Starmie, Porygon-Z (Unless it's Nasty Plot boosted), Kingdra, and Specsmence (unless it hits you with Flamethrower) and can strike back with Thunder, T-Wave or Ice Punch (or Explosion if Registeel has served out its purpose). If you don't give a damn about 2-hit KOing Garchomp or Dragonite and aren't running Explosion, you can dump those Atk EVs into SDef and still average a 2-hit KO on Salamence, though just barely. There are probably some magical Def numbers that make Counter tick, but I can't be bothered to run them at the moment. xP

And you're not sticking to the standard notation because..? Spd = Speed as far as I'm concerned; changing notations is just a way to confuse people. :\

Looks to me like that they would work well with Trick Room

I wouldnt use Counter as for now seeing that a number of battlers these days has mixed sweepers in their team which would make Counter unreliable, I mean cmon Ive seen some Ice Beams on Weaviles and you wouldnt have any clue if youd be up against Specs Mence or not, then yet again I still have to test out these guys

Counter can still work as a nice surprise, especially on Regrock who's most likely to survive a physical attack. Regice can do Counter just as well in the same way Blissey does, although Rest is stiil his only way of healing.

It would be but everyone would foresee that and they'll swap to a special sweeper which then wasted you a turn, not many people would use a physical attack on a physical waller.

Actually, you'd be surprised by the number of people who are arrogant enough to think that they can OHKO Regirock because they have a STAB Ground or Fighting move. =O Anyways, Counter on special walling Registeel or Regice is good already in the sense that your opponent will pretty much have to resort to physical attacks if they want to get through. (So Weavile comes with Ice Beam? Big whop, it can't even dent a spec. walling Registeel, let alone KO it. That thing is made to take hits from real special sweepers; it's not like it's just going to buckle under special attacks that are only meant for low-SDef targets. xP) If Counter scares your opponent away from using physical attacks on your special wall then that's just another advantage for you. =O

True and once Ive been stupid nuff to try and see if my Salamence can survive a HP Ice (seeing as it can survive an Ice Punch before) and my Mence goes gg XD, Ill try those sets in the future and see if it actually works.
Yeah I know its weird to see a Weavile with Ice Beam, I mean who the heck would teach Weavile a special move when its got puny 45 Sp Att and why not Ice Punch ftw?
But in your opinion which Regi should hold the Counter?
