I love McIceGar, but the majority of Blisseys I've faced (going with an average from Smogon) do indeed pack Ice Beam, which totally shuts him down. Even if you're lucky enough to put up a sub before Blissey comes into play, you're still screwed if it has Ice Beam. My McIceGar is Lonely natured with maxed Attack EVs, and Focus Punch is a 2HKO on Blissey.
Suicune can also out-stall Blissey with Calm Mind. Except Jirachi gets the godly Doom Desire, which would be my weapon of choice on a Calm Mind Jirachi, especially if planning to stall out a Blissey. And even when not, Jirachi has the defenses to pull it off.
Just to add, any Pokemon with Swords Dance makes Blissey run for the high heavens. So, kind of working in reverse, if you can destroy any physical wall on your opponents team, and fire off a Swords Dance with a good physical sweeper, Blissey is dead no matter what. Just an observation.
