No, I'm not asking to trade for the aforementioned Bibarel; I'm merely posting an interesting and completely unexpected observation while EV-training at Lake Verity. It's most likely just a mistake in programming, but I still thought it would be interesting to share with all you guys.

Anyways, I was committing Bidoof genocide on August 12 at the Verity Lakefront (y'know, at the big patch of grass you can find when Surfing), when, out of nowhere, this wild Level 4 Bibarel appeared and began to use Tackle! Now, let's review the scope of the situation:

#1: Bidoofs don't evolve into Bibarels until Level 15!

#2: Bibarels, according to the PokeDex, can't be found anywhere near Lake Verity!

So, what are the chances of finding a Bibarel without eleven necessary levels? Hardly possible, other than through hacking. And seriously, who would even want to hack for a Level 4 Bibarel?

Well, to make a really story short, I finally managed to capture the Bibarel...with a Timer Ball. Yeah, it's kind of hard to whittle down a Level 4 Pokemon's HP with Level 50 to 63 Pokemon...

I figure that in order to prove that my Bibarel is legitimate beyond a shadow of a doubt, I should post its stat and attack information:

    Bibarel -- Level 4
    Female

    Exp. Points -- 64
    To Next Level -- 61

    Serious
    "A little quick tempered."
    "Happily eats anything."

    HP -- 20
    ATK -- 12
    DEF -- 9
    SP. ATK -- 10
    SP. DEF -- 10
    SPD -- 10

    Ability -- "Simple"

    Tackle
    Growl

So now the situation poses several questions:

#1: Why did the Bibarel appear?
#2: If it was a programming mistake, how and why did it happen?
#3: Could it happen again, and with different Pokemon?

#3 is the most important question, one that I'd like to further examine, because if there's the possibility of a Level 4 Bibarel, who's to say that there can't be a Level 4 Staravia or Luxio?

The question, if answered, also opens a possible new classification of Pokemon, a mixture of legitimate Pokemon and hacked Pokemon. Could there be a possibility of "legitimate hacks" or "anti-code" Pokemon throughout Diamond and Pearl? What could be the consequences of such a discovery?

Well, I suppose I'm thinking out loud now...It's just an interesting observation, anyhow. Still, if this has happened to any of you guys, too, please don't hesitate to share your stories or at least discuss the situation. Regardless, thanks for reading!

That's interesting, but I see some evolutions of Pokemon that are lower than the level that they are supposed to evolve at, but it's not like 11 lvls. apart, more like 2 or 3 lvls.

I know you could catch Level 8 Pidgeotto in Pokemon Yellow. But I've never heard of this. You could maybe check a Pokedex online and see if it says anything about it.

Can you post a screenshot maybe?

By the way, I'm guessing you've never used an Action Replay?

#1: I've never used an Action Replay. Besides, who would even want to cheat for a Level 4 Bibarel?

#2: I knew that I needed some screenshots; unfortunately, the pictures will have to be later, since the only camera in my household belongs to my dad.

It's not a glitch or hack. Bibarel is programmed to appear at Lake Verity when the E/FR/LG games are inserted and it's only a 4% chance of seeing it. And I believe there are other pokemon that can be caught prematurely besides Bibarel (he just seems to be the most common and I have one too). Just have to test it out yourself. ;P

...Wow. Never thought of that...Looks like that mystery's solved, huh? Thanks for helping out, TwilightBlade!

Wow! That's quite some Bibarel you've got there hey? Keep it, it's special =P I can't wait to see screenshots of it! =D

Depending on what GBA game you have inserted at the time, certain pokemon will appear in the grass, some sinnoh, but mostly jhoto. In R/S/E, if your looking for wailords in mossdeep with a super rod, you can catch wailords that are premature to the level of evolution.

Hmmm, weird but, as TwilightBlade said, it's probably because of the game in the cartride, as for the level being 4...I have an idea, and I think it is the real reason...The pokemon around that area are level 4, so then, a pokemon couldn't be level 15, because the codes of programming would be very hard to do, as you'd have to make it for that pokemon and area, and that simply wouldn't be worth it, so it just threw that level there cause thats how they programmed that area. I've seen level 20 Gabites.

Good news, guys: I finally have the post count to show you all definitive proof of the Bibarel phenomenon!

    [PokeCommunity.com] Level 4 Bibarel?!

This is the clearest picture I took of the Bibarel. Note the Timer Ball in the top left corner.

Sorry about the quality; just some more statistics, as well as the capture date.

    [PokeCommunity.com] Level 4 Bibarel?!

Again, I apologize for the quality. It should be easy to make out how weak this Bibarel is, though.

A blurry photo showing the Bibarel's pathetic moveset.

Eh, this one's just for the possible skeptics. You just can't argue with a Latias plushie.

Hope you guys enjoyed this photographic evidence!

That's weird! because I have one too.
I caught it back in July.

    Bibarel Lv. 4

    Calm Nature
    Loves to eat

    Ability: Simple

    Moves: Tackle
    Growl

Then it really could be the theory that TwilightBlade proposed earlier! Do you recall inserting a GBA cartridge while playing the game, too?

So TwilightBlade really was right...Mystery solved! Again!

    Wait...What?

You can actually catch Pokemon is Sinnoh's grasses which say Johto?

Umm hun, it was a fact, not a theory. ;D At least according to Psypokes lol.
    Wait...What?

No, he meant that if you usually insert a cartridge, you can sometimes find rare 2nd gen or the "Johto" pokemon other than D/P pokemon like Bibarel. They won't say Johto.. They would just automatically rush into your game w/ correct catride inserted even if the usual area levels are off. So Bibarel is set to appear with those games in it despite the levels set low like 4. Just think of it as an AR and programming stuff like Dragonite to pop up and set to level 4, aha.

And dear god you have the cutest Latias plushie god I'll buy it from you 8DDD!

...Hey, I just thought of something. If this GBA cartridge phenomenon is correct, technically, we're disproving evolution...

Score one for Pokemon creationists! XD
