What are 'EV's?

Every Pokemon without experience 'Untouched' has 510 EVs to be used. These Effort Values are used to make a Pokemon more adapt in certain areas. Using 510 EVs, you can max out 2 stats, and have remaining 6 EVs to go where you please. Or, you could place Effort Values evenly.
Say you had a Starley, untouched. You would want to max that out in Attack and Speed, as those stats are Starley and its evolution's key stats.
To do this, you would have to fight Pokemon who release EVs in that area. Here is a good list of Pokemon are what stats they release:

To max out speed, you could perform the long task of fighting 252 Magikarps. Or, you can half the number by having PokeRus, and again by using Macho Brace.
However, there is a faster way. In the Battle Tower, there are 'Power Items'. You would equip Starley with the corrosponding item, in this case, Power Anklet, and fight Magikarps.
Using the Power Item method, and PokeRus, you would gain EVs in this formula:

1 EV (From Magikarp) + 4 (From Power Anklet) x2 (Pokerus).

So, you would earn 10 EVs per Magikarp, meaning you'd have to fight only 26 to max out your speed stat. A good way of keeping track is to record battles on the 11th PokeTech Application, Counter app.
Then, you would equip the Power Bracer, pursue Attack EV Pokemon and then fight 26 of them, maxing your attack. This leaves 6 Effort Values for another area.
If you max out an area, and continue to gain EVs for it, the points will be ignored, so don't worry about wasting precious Effort Values.
