I have a few questions.

1. Where are all the EV items located? I have already gotten the power bracer and the Macho brace but cant find the rest.

2. What is the difference between the Macho and Power brace they seem to be very similar from their item descriptions.

3. What would be a good pokemon to practice ev training on?

1) The Macho Brace is obtained in Pastoria- get it at that Burmy house. The EV items are all located at the Battle Tower for obscene prices.

2) Macho Brace: Doubles EVs obtained. Power Items: Adds +4 EVs in a given stat after every battle (acts before Pokerus)

3) A sweeper that runs a 252/252 spread. Someone like Gengar, Heracross, or Porygon-Z.

You can exchange your points you earn at the Fight Area's tower in the castle-looking building outside the battle tower for the power items--all of them are found there. I believe they are sixteen points each.

The power bracer is more effective than the macho brace, because it specializes in the attack stat, while the macho brace does all stats. The power items are more effective when it comes to eving in certain stats. I was ev training with the power bracer and getting +14 in attack with the power bracer, while my brother who had the macho brace only got +6-8 upon growing levels.

A good place for these EVS:
Attack: Any of the lakes with super rod (Verity, Valor, and the other one)-Straight Gyarados and Seaking.
Defense: Iron Mountain-Straight Onixes and Gravelers
Speed: The grass by turnback cave against Staravia, or with Raticates and Fearows in the route by the fight area-where that fisherman and port is nearest to.
Sp.Def.-Surf in sea route by Sunnyshore City-Tentacools and Mantykes.
Sp.Atk-Water outside Turnback Cave-Straight Golducks, or practically any lake.
