I'd say it's not a waste.
If you need a ground type move, then by all means, put it on Mankey. You could have it forget a somewhat useless move like Scratch. And if you decide that you really don't like Dig, you can always replace it with something else, since Dig isn't an HM.

I'm slightly stuck-up and aesthetics-obsessed, so it's highly unlikely you'll see me use anything but shiny Pokemon.

It's half-half on being a waste depending on how you interpret it. But, you could instead catch a Diglett in Diglett's Cave which already has Dig... and just use that temporarily instead and save your Dig TM for later purposes if necessary.

I agree with you there. Why use a moderately powered and useful TM when theres a Pokémon in a cave right beside you that already knows it? Catch a Diglett, and then evolve it (lv 26, so even earlier than Mankey), and if i remember correctly, Diglett and Dugtrio are pretty quick, which is helpful, since most electric type Pokés are speedy themselves.

It wouldnt be a waste as you can just buy them from the department store (I think) Or just catch a diglett.

Its not a waste because mankey has good attack, so Dig should take out all LT. Surges pokemon. ;)
It is if you realize that Diglett's Cave is RIGHT NEAR Vermilion City. Lt. Surge has electric types around their mid-20s (I think so, haven't fought him in a while), and they're fast and pack a punch with Thunderbolt. Mankey is just a somewhat average physical sweeper until it evolves to Primeape. And even then it's a bit limited when it comes to today's current Pokemon. Heck, Primeape is at level 32/34/36, while Dugtrio is at level 26.

To top it all off, Diglett are FAST ground types (so immunity to electrical moves) that know Dig most of the time if you catch them. So you save around 1500-3000 PokeDollars and can get a Pokemon to add to your PokeDex anyways.

Hmm, hes quick, but defense is low. Itd be good against Agatha, but her Haunters/Gengars know Levitate which stops the ground attacks from hitting.

Its upto you, itd be a decent choice, but there are better and quicker fighters out there.

Well I recommend a decent fire type if that helps. If your gonna get Electabuzz, I presume your on FireRed? In that case, Growlithes pretty decent. Teach him Flame Wheel and Flamethrower and then Fire Stone him into good ol' Arcanine and youll have another E4 beater right there.

So youll have Water (Blastoise), Fire (Arcanine), Electric (Electabuzz), Primeape (Fighting), Dugtrio (Ground). Id say a steel, because none of those have mega excellent defense. Or at least a rock. Onix, maybe slow but decent defense, then after E4 evolve him into Steelix for a fearsome beast. Two suggestions. Maybe?

Yes, dual electric/steel type would work. Teach it a decent move from both types and a decent defense move, along with maybe lock on to make sure of a hit, and youll stand a good chance.

Ok, thanks. So diglett it is, and should i use Dugtrio for the Elite 4?
Dugtrio does alright in the E4, not superbly since Lorelia will kill it off with any one of her Pokemon.

As for the Magneton, you could probably do with something better as it's moveset is a bit limited if you don't want to waste your TMs.

-Lock-on
-Spark/Shock Wave
-Protect
-Swift/Reflect/Zap Cannon?
That is a digusting moveset.

Shock Wave and Swift already always hit, so there is no use for Lock-on unless you want
to use Zap Cannon, which in the end, isn't even the greatest attack. Just think about it:
if you use Lock-on, you are guaranteeing that your next move hits, but also wasting your
turn, effectively halving the total damage you could have dealt. For example, say you used
Thunderbolt twice, each having a power of 95. Your total power is 190. When you combine
Lock-on with Thunder, you are making only one hit for 120, and cueing your foe to use
Protect against you next turn.

Spark, although the strongest Electric-type move Magneton learns naturally, is not exactly
powerful: You'd be better off with Thunderbolt (or even Thunder).

Protect doesn't belong so much on this Pokemon. It would be easy to detect which types of
Pokemon pose a direct threat to Magneton, so Protect is strictly used for stalling, which
Magneton doesn't exactly do so well. It has 120 base S.ATK which is better used attacking
than wasting your turn defending yourself.

Reflect seems to be the most viable choice of the three choices you have. It protects
against Ground and Fighting which Magneton is weak against and allows you to safely
switch out to something which can't take Physical hits so well.

Swift, not so much. Since there isn't a Physical-Special split in 3gen, Swift becomes
exceedingly weak due to Magneton's weak ATK. You're better off using Hidden Power
types Ice or Grass.

Since we've established that Magneton is a Special assaulter, perhaps Metal Sound
would prove to increase your Magneton's threat to the opposing team.

The problem with 3gen is that Magneton has no STAB Steel moves that it can utilize to
its full potential, so you're locked down to your limited Electric-type moves and Hidden
Power, as its basically the only other Special move it has.

Oh woops, (I am on LG). Now I really need a good electric type. Would Magnemite/Magneton be a good steel/electric type?
Because your on LG, not FR, get a Vulpix then. Similar to Growlithe really. Personally, I prefer Growlithe, it looks more, fearsome, Vulpix looks 'cute'. But there both decent tbh.

less efficient once the foe becomes Paralyzed because then you waste a turn Locking-on.

Btw, you posted btween when i clicked the reply button and posting it, sorry i didnt see your post.

True, as the Lock-On/Zap Cannon will be two turns every time, but i spose Thunder Wave/Bolt would only be once, followed by the constant Bolts. Personally, the moveset of yours is ok, I dont know about the Hidden Power, but thats a personal thing, Ive never liked Hidden Power, no matter what type on what Pokémon it is.
