Dark Plate has little use. First off, you don't have any Dark moves on Gengar, and second, it barely provides any boost to an attack. Leftovers would be a wiser choice. Sludge Bomb is not recommended, even though it gains STAB. It is frowned upon its lack of coverage, it only hits Grass types. Dream Eater is also frowned upon since most users would switch out after they have been induced with sleep, thus making Dream Eater have no effect. You need to state your Natures. In this case, Gengar would like a Timid Nature.

This moveset would allow Gengar to have a lot of coverage. In the 3rd Generation, a Ghost attack and a Fighting type attack were often called "the physical BoltBeam" because of the coverage it has. Gengar can now bring the nickname back with the moves in special attack, Shadow ball and Focus Blast. An alternative way for Gengar would be the Choice specs set, which would be replacing Hypnosis for Hidden Power [ICE] and Leftovers for Choice Specs. But the above, in my opinion, would be the best way to go with Gengar.

Dragon Fang acts in a way parallel to that of the Arceus Plates. It was stated above why it should not have been used. Aerial Ace isn't suggested because, even after STAB, its 90 Power. I would rather trade 90 Power for a move with better coverage. A common mistake for players would be to have multiple moves of the same type, like you did, with Dragon Rush and Dragon Pulse. The two moves would result in a very small amount of coverage. Dragon Rush should not be used because it has a 75 Accuracy for only a 100 Base Power, it isn't worth it. Dragon Pulse should not be used because Dragon Dance amps its physical attack, so more damage would be dealt if you had physical moves on Dragonite.

You would already know why Dragon Dance is there. Dragon Claw or Outrage is nice for the physical STAB. Outrage gained a nice boost in the 4th Generation in terms of power. Fire Punch and Earthquake are there for coverage and offensive power. Dragonite has an Adamant nature because its main purpose is to deal damage, and it would be pretty fast already after a Dragon Dance, so Jolly isn't needed.

Blissey can't inflict much damage with Thunderbolt because of its low Special Attack. A move like Seismic Toss would assure you a good amount of damage, it is also nice to take out low HP Pokemon. Sing is an okay choice, but I don't like it because of its low Accuracy, making it unreliable. I prefer Thunder Wave, it annoys the opponent, and there is no limit to how many opponents you paralyze, unlike Sleep Clause. Healing Wish is bleh. Aromatherapy would be a better choice, so it can heal all your Pokemon in case Toxic Spikes are layed.

Blissey @ Leftovers

The EVs might seem a little strange, but with those EVs, Blissey can survive Electivire's Cross Chop. It might need the Defense EVs in case of an unexpected physical blow. The others were explained previously.

As an alternative to clade's Blissey EVs, 252Def/216SpDef/40HP is more popular nowadays.

Anyway, clade's hit most things on the nose. 3 special walls is not good (Regice wants 252HP/252Def btw, its SpDef is already sky-high) so scrap 2 of them and get a physical one. Also, gimmicks like LockZap, ChectoRest and DreamEater need to be shot, as they are either predictable (Lock-on), One-off (Chesto) or simply avoided by a switch-out (Dreameater). At the current stage of things, neither sweeper is really cpable of denting special walls, so use clade's sets for better coverage.
