No, no, of course it's cheating.
You didn't /actually/ have two of that item, did you?
And some people have obtained their Pokemon fairly, why can't you?
Of course, it's all up to the hacker and the person they're battling to decide. While it may not make any real difference whether or not one person got a Shiny Steelix fairly and the other didn't, it's understanding between the battlers that makes "hacking" acceptable or not.
