Is it true it does not require a recharge turn if it faiths the opponent?

No, it will still have to recharge. However, that's how Hyper Beam behaved in R/B/Y (but not Stadium) - you may be confusing it with that.

nope u will always have to recharge wether the oponent gets a one-hit KO or not
it is never found on a competitive dialga moveset

Yes, I thought all variations of Hyper Beam work like this...thank, now what-Draco Meteor or Dragon Pulse?

Dracometeor is more common on pokemon like salamence than dragon pulse it

Dragon Pulse is nice, since it has high base power and no negative effects. However, it has no positive effects, and compared to Roar of Time and Draco Meteor, it's a bit weak. For a Pokémon which should last a while, for example Kingdra or defensive Dialgas, it's a better choice, since it means you won't have to switch as often.

Draco Meteor is pretty useful, with the same accuracy and only slightly less power than Roar of Time. Its effect is not as bad as Roar of Time's, since you can attack the next turn (albeit with reduced power). A good thing to do with Draco Meteor is to use a hit-and-run strategy. Send it out, use Draco Meteor once or twice, then switch to reset your Special Attack. This makes Choice Specs or Choice Scarf ideal item choices to go with Draco Meteor, since switching also resets their move limit.
