When are the starting pokemon's IV's and natures determined.
When you start your game, or when you pick up the pokeball?

They are determined when you receive the Pokeball. So you could save right before you get it, and Soft Reset for a good nature/good IVs.

Its the same as soft resetting for a shiny pokemon.

That's also a terrible idea, and really boring. If you want a strong Nape/ Terra/ Emp, just breed for one.

No, breeding for IVs is much quicker, especially if you know what you're doing.
