Type comparison isn't everything. Honestly, by your reasoning, Sableye and Spiritomb would have to be the best Pokemon in the game. Pokemon with severe 4x weaknesses are still used in competitive battling, such as the Dragons, Celebi, & Tyranitar. Normal-types only have one weakness and even have an immunity, but you rarely see them aside from a select few. Stats matter. Movepool even matters in a majority of cases. Types may matter some, but not as much as those two.
It's the same with Fire. Their lack of usage can be traced not to their typing but their stats and usable moves. However, some of the more versatile Fire-types, namely Charizard, Heatran, and the aforementioned Infernape still see use in competitive environments.
