Hello. I have a question about hatching eggs. Can anyone tell me if steps taken UNDERGROUND contribute to hatching an egg being held?

I don't think so. There is no option to check on your pokemon in the underground, so I assume you leave them at the door, so to speak. I think this belongs in the General Q and A thread so maybe a mod can move it?

Yes, it doesn't count.
The underground is hardly connected to the actual game, eg: they have separate bags, Trainer Cards, etc.

It's essentially a mini-game, so ot rarely effects your in-game file.

No it doesn't count.
All the you do under ground is dig up stuff and go to your secret base.
