Ummm...sorry if this is a silly question, but how reliably does it counter those decks? You don't have very much of a draw engine going, so keeping Prime Material fueled and not overrun by Goyo is bound to be a chore, especially since your only means of blocking that thing's attacks is a pair of enemy controllers (and if Tele-DaD takes your Prime Material, things are going to get ugly). You're also not really regulating your opponent's graveyard or special summons, which can lead to some seriously nasty problems, particularly against Lightsworn. Your Reaper and Momongas are also ideal Gladiator bait and I don't see Decree sitting around for long in such an S/T destructive environment; Lightsworn, DaD, and Gladiator all have easy one-card answers to it and it's also flagging a weak backfield which means that they'll probably go a lot more aggressive because they don't have to fear Torrential or Mirror Force while it's out, not to mention all the other fear-factor traps that could keep the aggression at bay.

And yeah, Grand Mole should be in there at the very least. It's rat searchable meta hate and it's easier to reuse than Hammerhead. Lily sounds like a good pick as well, because anything that shuts down the battle phase and ensures that you have a monster on the table next turn is good news for decks that want monarchs or prime material out. You could also consider Jinzo over a Decree as it's a big beatstick in addition to the trap negation role and can smirk from behind Prime Material's protection effect.

Just...I dunno'. I don't really see any cost-efficient or reliable way to block tele-DaD's signature double synchro move here and that's a move that deck makes with frightening consistency. :x
