a. You make playlists and put songs in them. You could just make a playlist called 'iPod' and put the songs you want on your iPod in there.

b. No there isn't :/
Actually you can make it randomly fill the iPod. Its Called Autofill and starting with iTunes 8.1 it works with any iPod or iPhone.

Just for the sake of completeness, even though Autofill seems to be exactly what you want, you can also set iTunes to only sync checked songs and then check off the ones you want on your iPod. Like I said though, Autofill is the way to go since you seem to like the idea of random selection.
