is there like a '1 to something' chance of getting one or a certain percent?
iv'e spent hours and hours chaining bidoof on route 203 and i can't get one shiny!!!

is there certain odds or something?

The basic rate of encountering a Shiny Pokemon is 1/8192. With chaining, I believe that you need to reach a chain of 40 or above before a Shiny Pokemon becomes common enough to rely on encountering.

the odds of you go up about 1/5314 if you put a lv 100 pokemon first in your party.

No, that is not true at all. The only common ways to influence the chances of encountering a Shiny Pokemon are chaining and the Masuda Method for breeding.
