In japan, Pokémon Stadium 2 was considered Pokémon Stadium 3, due to the fact that there was a first, Japan only version of Pkmn Stadiumn followed by a second Pkmn Stadium that we all know today as Pokémon Stadium (and in japan was considered Pokémon Stadium 2.)

To add on to what ^^ said, the original Pokemon Stadium in Japan only allowed for 42 Pokemon to be used in battle. It's sequel, Pokemon Stadium 2, was released in other countries as Pokemon Stadium. Then, Japan released Pokemon Stadium GS (3). It was released as Pokemon Stadium 2 everywhere else.
