So yes I uploaded some video I took into our PC at home. I was wondering what file format to burn it into a DVD-R so it can play in a standard Region 1 DVD Player. And is there any open source video file converter out there I can use? Thanks~

By uploaded, do you mean you've ripped the DvD to your computer? If so, what format are the video files in now?
Usually in order to burn a dvd to play in a standard dvd player you would have to use a program like Roxio or similar to create the menus and proper format for the disc. Normal retail discs usually contain two folder named Audio_TS and Video_TS. The audio folder usually looks like there's nothing there, but the video folder usually contains a bunch of VOB files as well as a few others.

I'd imagine some DVD players are capable of playing disks with video files burned directly to them but you're not looking for a specific file format for your most general purposes. What you need is something that can encode video to DVD. I can't remember if something like Windows Media Player can do this but the first program I can think of that can is in the Nero suite and is called Nero Vision. Most video editing programs will allow you to do this with little effort though so if you have something like Sony Vegas, that should do it too.

Oh no, I didn't rip them out. I mean I got some video files you know, birthdays and such that I want to burn on a DVD and play on the DVD Player. XD

well if that's the case, then the best route to go would be to get a program like Roxio or Nero that allows you to simply choose the video files and then it will burn the disk for you.
