It is an article written in September 1999 called the "The Roaring Zeros" (a play on "The Roaring Twenties" referring to the 1920s.) I suggest you read it to understand what people were thinking during the height of the 1990s (and the peak of Pokémon.) Did any of those predictions come to fruition or this decade was a decade of failure.

The same could be said of all decades. I'm sure some people alive in the 50s are kind of angry that they never got their fusion-powered Edsel, and their personal rayguns and robotic maids. On the other hand, computers that fit in a single room became more true than anyone could have predicted!
