i have been collect them and i don't really understand what they do. I know they take away 10 ev's (which would takes ur pokemon down 2 stat points) and up your happiness but i used a qualot berry on my lucario to see how they worked and it lowered my defense stat from 89 to 88. I used another and it went to 87 but after that it said it would have no effect. Does that mean it has maximum happiness or that me stat won't go any lower I've tried to ev train this lucario in hp, speed, and attack but i don't remember ever giving it defense ev's, what does this mean? I looked it up on the internet but i can't find anything that explains it in enough detail, Sorry this is so long.....

That means that its defense stat won't go any lower.

When exactly did you start EV training? Remember that EVs are gained every time you KOd a Pokemon until you reach the max, so you may have accidentally given it defense EVs without intending to..

thanks for the response, but how come it only brought it down one stat point the first time, and if i do have defense ev's can i bring the stat down to 87 and then take those ev's and put them in another stat

The stat point gained through EVs are spread out across the 100 levels. If it was lv. 100, then it's almost guaranteed to lose 2 points in that stat. Since it probably isn't, the numbers will just be smaller then.

And yes.

Yes, a good question indeed. But, can you lower Rhyperior's Sp. Atk. EV's, even if you don't have trained him with speed EV's? I mean, could you have lesser than 0 EV's? That would be awesome, because then you could train even more EV's on attack, instead of special Attack!
