I think it's complete nonsense.

I'd think they would be able to translate it by now.

Like, I don't think it takes 3 months just to make it English, do you?

Translation of a game varies from time to time. Depending on what translations have to be made and other aspects of the game they alter it to fit the different countries it will be sold in. Plus, there are other factors to take into consideration such as changes in names, law abiding changes (i.e the Game Slot machines being now altered to a mini-game for the Game Corner in all other regions outside of Japan to fit into the Game's rating), and more.

Now, it doesn't always take three months to say, but the time could either be shortened or lengthened depending on when the company decided to confirm an official release date. Seeing as how the US is releasing their game on the 14th of March, the EU and Australian version isn't too far off compared to prior release dates before then. So again, the time varies but eventually it is released once it is ready to hit the shelves.

Also, some games can be translated faster than others. For example, Diamond and Pearl would have taken longer than Platinum as it was a new base game. Platinum on the other hand could have been translated faster as it was set on the same format as DP with little alterations here and there within the game. HeartGold and SoulSilver is a remake of their original Counterpart GSC, but is put onto a newer format therefore it wouldn't take as long as normal, but with changes it still varies on time for translation and other factors like mentioned.

not only do they have to do do all those translations, but then do a whole bunch of negociation stuff, like shipping agreements and stuff, at least i think.

Also, after the translations they might change a few words so that it sounds better, as somtimes things can sound pretty weird after direct translation. And any part at all could cause a glitch after the translation, so they have to test it over and over, talking to everybody and stuff.

I'd like to note that translation takes some re-programming of the base game data as well. The Japanese game allows five characters max for a name. They have to go in and bump that up to 8, which can cause the internal location of countless things to have to be changed. The alphabet is also redone from scratch to remove the Japanese characters, but they go ahead and put in a new English alphabet while they're at it.

Not to mention, there has to be plenty of proofreading and while that is happening, it has to go through the ESRB process. Nintendo also does plenty of internal scans (I know it can take Nintendo several months to examine a third party WiiWare game before releasing it).

Think about how much text there is in the games. You have the main story dialogue, 493 Pokedex Entries, Side-Story Dialogue, Event Dialogue, and Item Descriptions. Then theres new code for extended name spacing, new minigames, sending it to ESRB for a rating, and many other things that have to be taken into consideration.

There's no conspiracy, after all, who in their right mind would purposely delay a completely finished game when they could release it and get the profits much faster.

Everyone who has posted above basically answered your question. I'll just add that it isn't just a straight-cut translation, they also have to localize it so it makes sense to people in other countries.

Sometimes they have to double check all the spelling to make sure it's all okay. Sometimes spelling mistakes get in their. Maybe for something important like a name.
