I always find the Fishermen on the route before Sunyshore City is a great place to grind Pokemon up, provided you're strong enough to take on their Gyarados.

I would say around stark mountain if you have beat the elite four. Or else sunnyshore and victory road.

probably the route before sunnyshore would work best,if not then battle trainers on victory road(if u havent already).

Obviously, places around the 8th gym and beyond are going to have higher-level pokemon to train against, it just takes a bit of time is all =(
