Ok so I have bred about 30 charmanders from my SHINY ditto and normal charizard, and not ONE is shiny. Is it just bad luck or am I doing it wrong?

Well actually it doesn't matter if the parents are shiny, the child out of the egg will still have the same chances of finding one in the wild.
What you are doing wrong though, if you want a shiny bred Pokémon is to get two foreign Pokémon (or one) and then breed them (this means from countries like Australia, France, Spain ect but the trainers location needs to be registered I think...), this increases the amount of hatching a shiny by quite a significant amount.

A parent being shiny doesn't increase the chances for the egg being shiny.
Get a foreign Pokemon as in foreign language (getting one from Canada if you live in USA will not work, getting one from Japan or something like that works) that does increase your chance of getting a shiny egg.
Also I have a question. Does the actual egg look different if the offspring is shiny or do you have to hatch it to find out?

You have to hatch it first.
The only eggs that look different are the Manaphy and Phione eggs, as well as some others, but seriously it's when the egg hatches you find out.
