Laptop Cooling System

Ok there are these 2 option for cooling system in Power Management Settings, Active and Passive. I was wondering which one of it keeps laptop more cool (thus consuming more power), and which one consumes less power (thus not keeping it that cool). The default settings were On Battery: Passive and Plugged In: Active. So I believe Passive consumes less power and is less efficient. While Active consumes more power but is more efficient. Is this right?

And what are the actual differences and technologies used in both these cooling systems?

Active keeps it more cool, passive uses less power. Active means the fans are running and such, passive means that it's just using what's there (like heatsinks and such) to cool.
