Image > Adjustments > Hue/Saturation for single layers (or Ctrl U)
Layer > New Adjustment Layer > Hue/Saturation for all layers

this is for most versions of Photoshop. Not sure for Elements.

@Slytherfang - Gradient maps are basically used for colorization. I don't know how else to really explain it. XD
@Nytkoi - Free Transform? Ctrl T or Edit > Transform > Free Transform.

Slytherfang: A gradient map is like Color Me Evil said, it colourises something. It replaces all shades of colours in the image with another colour of the same shade. So, if you add a black and white gradient, all the lightest colours would turn white and the darker colours would go black.
