I haven't played any console or handheld games with user generate content, except Super Smash Bros. Brawl, and I don't use that one very often. The only game ever that I enjoyed the level editing feature for is Tower of Heaven, a flash game on Newgrounds. There are a ton of great custom levels out there that are really challenging.

But then again, I never actually use the level editor, so I guess I'm just not very creative with them. :\ I can never seem to think up good traps and obstacles and what not. I typically end up giving up before I can think of something, because it frustrates me. >__<

Yeah I'm not creative enough for those, so I dislike them. Mostly because the effort that went into a system that I'm not going to use or care about could have instead be put into improving the game itself. xD

I'm fine when it's an additional feature or options. I might dabble with it a bit, make a stage that's a tribute to something else.

Games where the whole point of the game is to build the game like "RPG Maker" aren't for me. I'm buying a game to play it and enjoy it, not to do the work the developer didn't do.

The only real user-created content that I really use in games is the ability to customise your own character, because it gives it a little bit of uniqueness. I don't really enjoy creating levels, music, etc. because they either tend to be really bad, or I just don't have fun making them.

The Tank game for the NES was pretty fun. But I think that most people don't really put enough effort into making levels, as they either spam it with one certain object, or make some sort of pattern out of the objects. There are ever-so-few creative user-created levels.

Also, even if you do make a decent level, you might not have anyone to share it with, which could also be a bummer.

I love playing user content on some games--in Little Big Planet especially, some of them are just so much fun. But when it comes to doing things myself? I'm not too fond of it. :/ I never feel creative enough or all the different options for creating a world make everything seem so daunting. And every time I do try, what seemed great in my head just never works out that way.

But I love looking at things other people have made, especially if you can tell a lot of time and effort went into it. It's always interesting when fan-made levels seem more creative than the originally developed ones that shipped in the game.

I like games where their modus operandi is to create vivid worlds and whatnot. It was part of the appeal of things like The Sims and SimCity franchises (of which I still play on SimCity 4 when I have the chance). However, when playing games that come with sandbox features or level creators... I probably won't use them, in all honesty. I guess I see those games less about the user-creation aspect and more about the traditional game-playing mechanics. For example, I've never created a level in something like Super Smash Bros. Brawl, but have made loads of cities (including a few metropolises/metropoli) in SimCity 4. Oh well.
