I'm confused by your question... Do you mean "reigned"?
lol when I first saw this thread I thought you meant "What pokemon would be most dangerous during a rain storm?"

As for a most dangerous pokemon, on a regular basis I tend to say Gyarados. It destroys water side cites and such.
However, generally I always thought Mewtwo was the meanest and nastiest of all pokemon so I'd be scared for him to take over the world, especially with his intense hatred for humans.

An adventure begins, traveling from the vast lands into the deep seas, chasing into the heart of the tropics, where the plants are vibrant and the beasts are fantastic. We will find each other there, chasing the fleeting dreams of a land full of beauty and potential."

Pretty sure he means if it was raining Pokemon, which one would cause the most damage.

Wow that makes it even more confusing... o.o

Um if that's the case then yeah I second the motion for mass destruction and death through the continuous falling of Wailord's.

if it was raining Kyogres that'd be pretty bad because of its huge size and they'd be making real rain as they fell = Mass flooding

Groudon, Snorlax, Wailord if you want real destruction.
Dont forget that Groudon weighs over 2,000 pounds.

I have to say Groudon since its technically made out of rock and dirt. And plus its falling from a extremely high altitude and falling at ridiculous fast pase. It's technically a meteor. And large meteors are known to blow the crap out of a planet, just ask the Dinosaurs.

I would say that if it were raining Voltorb and Electrode, it would be pretty bad. If they used Selfdestruct when they hit a solid surface, it could be as bad as if it were raining bombs.

You are all wrong. Caterpies would kill the world, obviously. You have no sense for fictional natural disasters Nintendo will impose upon us.

I'm not gonna take into account the typing ability because the initial damage is from the landing of the Pokemon. I'd have to say the ones that are heavy and solid like Snorlax, Golem/Gravelers, Onix/Steelix, Charizard/Blastoise/Venasuar, Miltank, Groundon, Kyogre, Camerupt, Hariyama. Anything really that weighed alot with a tough exterior would just cause serious damage to a city.

Pahaha, *image appears of exeggucutes raining from the sky* I've re-thought it, and the worst would be ursaring raining from the sky, those things get angry! But then again, they're not at all cute or cuddly so meh, not too much of a tragedy if they get squished.
