Pokemon has always target both ever since the first game. As i've voiced out in
[another post], Pokemon is actually deep and shallow at the same time. It's like the open sea: Kids may stay at the shoreline, while the adults may go into the deeper parts. Nintendo gave everyone exactly that option.
The learning curve (basics) of the main storyline is light enough for younger audience to enjoy, and the metagame is catered towards the mature audience. End result: Adults and children alike could enjoy the game equally. Nintendo's been doing quite well in keeping that balance for over a decade.
